The rule is simple. The one who did the inviting should initiate the conversation of business. If you are hosting you should wait until after the order has been taken to begin talking business. If over breakfast, you might want to start sooner as there is typically a time restraint.
As the guest, be patient. You may have an idea of why you are there but the host may have another agenda altogether. Also, if you wait to let the host begin the conversation you may gain more information to help you with your meeting at hand.
